Revelstoke Workforce Attainable For-Purchase Housing Program: A Sustainable Housing Solution 

Introduction Community Futures Revelstoke is leading an innovative workforce attainable for-purchase housing program, in collaboration with the City of Revelstoke and the Revelstoke Community Housing Society. This initiative is modeled after the successful Whistler Housing Authority’s for-purchase housing program. The goal of this project is to provide attainable home ownership opportunities for middle-income earners who currently have no viable pathway to owning a home in Revelstoke due to escalating real estate prices. 

Community Futures Revelstoke is building the administrative model and overseeing the construction of the housing units to ensure the successful implementation of this program. The City is providing the land for this initiative, and the Revelstoke Community Housing Society will be managing the program once the units are built. Our first development will be located at 127 and 141 Basford Drive, a site that has historically supported multi-family housing. By repurposing this land for workforce ownership housing, the initiative aims to create a more inclusive and economically stable community. This initiative will be a cornerstone for addressing local housing challenges while fostering economic and community stability, allowing more residents to lay down long-term roots in Revelstoke. 

Affordability: A Pathway to Workforce Home Ownership Revelstoke’s housing market has become increasingly unaffordable for many working individuals and families. High real estate prices and limited housing supply have made home ownership out of reach for many middle-income earners, including essential workers, young professionals, and long-time community members. 

This program introduces price-restricted housing units that are permanently affordable, ensuring that homes remain within reach for local workforce members in perpetuity. These homes will be sold at below-market prices, with resale price controls to maintain long-term affordability. By providing ownership opportunities at below-market rates, this initiative offers financial stability and long-term investment potential for those who might otherwise be forced to leave the community due to rising housing costs. The program also promotes generational wealth-building opportunities by allowing families to enter the housing market under controlled and sustainable conditions. 

Eligibility Criteria for Workforce Home Purchasers To ensure that this program benefits those who contribute to the community, purchasers must meet specific criteria. Most notably, they must be working for a local business or organization or have been working for a local business or organization for several years and wish to retire in Revelstoke.  

The details of the eligibility to purchase units in this program are currently being developed, using the Whistler Housing Authority’s criteria as a starting point. However, a Revelstoke-specific approach will be applied to tailor the program to the unique needs of the community. Additional considerations may include income thresholds, household size, and commitments to long-term residence in the area, ensuring that the homes benefit those most in need while strengthening the local workforce. The eligibility criteria and program details will be developed and released in spring of 2025. 

Supporting Workforce Retention and Recruitment Local businesses are struggling to attract and retain employees due to the housing affordability crisis. Many potential workers are unable to secure housing in Revelstoke, leading to labour shortages and loss of key personnel. This has a direct impact on economic growth and service delivery.  

This program directly supports local employers by providing stable housing options for their workforce. When employees can live in the community where they work, businesses experience lower turnover rates, improved morale, and increased productivity. Additionally, employees who own homes tend to invest more in their communities, contributing to economic stability and overall civic engagement. 

Furthermore, the availability of affordable home ownership opportunities makes Revelstoke a more attractive destination for skilled professionals looking to settle in a community with long-term stability. Sectors such as healthcare, education, trades, tourism, and municipal services all benefit from a workforce that is securely housed and able to grow within the community. 

A Best Practice Model for Sustainable Workforce Housing This initiative is based on proven models that have demonstrated long-term success in creating home ownership opportunities for middle-income earners. The Whistler Housing Authority model ensures homes remain affordable through resale price controls, ownership eligibility criteria, and community stewardship. 

By adopting this approach, Revelstoke can establish a self-sustaining workforce housing program that benefits future generations without requiring ongoing government subsidies. This model can be continuously added onto in Revelstoke and replicated in other communities facing similar affordability challenges, setting a standard for responsible and innovative housing development. Additionally, strong governance and oversight will ensure the program remains effective and adaptable as Revelstoke’s housing needs evolve. 

How This Workforce Attainable For-Purchase Housing Program Differs from the Traditional Real Estate Market Unlike the conventional real estate market, where home values appreciate based on market demand and affordability is often compromised, this program maintains permanent affordability through resale price restrictions. This ensures that homes remain accessible to middle-income earners rather than becoming speculative investments. 

Additionally, buyers who enter the program gain equity over time, allowing them to build financial stability and eventually transition into the mainstream housing market. By providing an initial foothold into homeownership, this program serves as a stepping stone toward broader economic mobility, enabling residents to invest in higher-value properties in the future.

Access to secure, affordable workforce housing can enhance opportunities for Indigenous workers and their families, ensuring they can thrive in Revelstoke. Additionally, we will actively seek opportunities to further Indigenous inclusion and reconciliation efforts, fostering potential partnerships with regional Indigenous groups and supporting broader economic and community development initiatives.

  • For Resort Municipalities: This housing program is particularly beneficial for resort municipalities, where high housing costs often push out the local workforce. Affordable workforce housing ensures that the hospitality, tourism, and service industries can retain skilled employees, leading to better guest experiences and a stronger local economy. Additionally, resort municipalities benefit from increased community cohesion, reduced seasonal employment instability, and improved year-round economic sustainability.
